Verdant Civic Solutions, LLC is a minority-owned small business headquartered in Prince George's County, Maryland. We provide expert consulting services to state and local governments, public institutions, international bodies, and mission-driven nonprofits navigating the most challenging terrain in public administration — organizational transformation, environmental governance, legal compliance, democratic reform, and sustainable finance.

Our Principals
Andrea Crooms is one of the most accomplished environmental and public administration executives in the Mid-Atlantic region. With a career spanning federal agencies, county government, the private sector, and the legal profession, she brings rare breadth — and unmatched depth — to every engagement.
As Director/CEO of Prince George's County's Department of Environment, Andrea led a 330-person, $500 million agency and authored the County's first Climate Action Plan — achieving a 40% reduction in greenhouse gas emissions. She overhauled its waste program into the most advanced curbside collection system in the United States and secured over $300 million in federal, state, and philanthropic funding.
Previously, Andrea served as COO of the U.S. DOE Solar Energy Technologies Office and Deputy Director of the Weatherization Assistance Program. She began her career as a trial and appellate attorney.
Imara Crooms is a democracy and governance expert with over fifteen years of experience designing, leading, and evaluating programs that strengthen democratic institutions, civil society, and the rule of law — across the United States and around the world.
Most recently, as Program Director for Asia at the American Bar Association's Rule of Law Initiative, Imara oversaw rule of law, governance, and human rights programs across the region. Before that, he served as Program Director and Senior Governance Specialist for the International Republican Institute (IRI) in Morocco and Western Sahara, serving as senior institutional representative to U.S. and foreign diplomats across three continents.
His clients and partners have included USAID, the U.S. Department of State, DFID, the National Endowment for Democracy, and the Government of Canada, with field work spanning Colombia, China, Myanmar, Western Sahara, and Morocco.
